Section 26.11.19.13-2 - Brake Shoe Coating Operations
A. Definitions. In this regulation, the following terms have the meanings indicated.
B. Terms Defined.
(1) "Brake caliper rust preventive coating (brake caliper coating)" means a brake shoe coating that is applied to the unpainted cast iron brake caliper to provide rust resistance.
(2) "Brake shoe coating operation" means a process in which coating is applied to a portion of a brake shoe to provide bonding between the metal and the lining of the brake shoe.
C. Applicability. This regulation applies to a person who owns or operates a brake shoe coating operation at a premises where the total actual VOC emissions from all brake shoe coating operations is 20 pounds or more per day.
D. General Coating Requirements.
(1) A person who owns or operates a brake shoe coating operation subject to this regulation may not cause or permit the discharge of VOC into the atmosphere unless the standards in §D(2) of this regulation are met.
(2) Maximum Allowable VOC Content (as applied minus water).

(3) Application Methods. A person subject to this regulation shall apply coatings by dipping, by spraying with high volume low pressure or electrostatic spray systems, or by other comparable high transfer efficiency methods.
E. Equipment Cleanup. A person who owns or operates a brake shoe coating operation shall:
(1) Store all waste materials containing VOC, including cloth or paper, in closed containers; and
(2) Maintain lids or covers on all containers or vessels containing VOC when not in use.
