Section 26.04.01.30 - Distribution System
A. Material Survey. Community water supply systems shall identify whether the following construction materials are present in their distribution systems and shall submit a report to the Approving Authority:
(1) Lead from piping, solder, caulking, interior lining of the distribution mains, alloys, and home plumbing;
(2) Copper from piping and alloys, service lines, and home plumbing;
(3) Galvanized piping, service lines, and home plumbing;
(4) Ferrous piping materials such as cast iron and steel;
(5) Asbestos cement pipe;
(6) Vinyl lined asbestos cement pipe; and
(7) Coal tar lined pipes and tanks.
B. Requirements for Uncovered Finished Water Storage Facilities.
(1) Water suppliers may not begin construction of uncovered finished water storage facilities.
(2) Systems using uncovered finished water storage facilities shall comply with 40 CFR § 141.714.
(3) Systems shall notify the Approving Authority of the use of each uncovered finished water storage facility not later than April 1, 2008.
(4) For each uncovered finished water storage facility, systems shall meet the following conditions, or be in compliance with a schedule approved by the Approving Authority to meet these conditions, not later than April 1, 2009:
(a) Systems shall cover any uncovered finished water storage facility; and
(b) Systems shall treat the discharge from the uncovered finished water storage facility to the distribution system to achieve inactivation, removal, or inactivation and removal of at least 4-log virus, 3-log Giardia lamblia, and 2-log Cryptosporidium using a protocol approved by the Approving Authority.
(5) Systems shall report the use of uncovered finished water storage facilities to the Approving Authority as described in 40 CFR § 141.714.
(6) Systems shall keep the results of treatment monitoring associated with uncovered finished water reservoirs under 40 CFR § 141.714 for 3 years.
(7) Failure to comply with the requirements of this section is a violation of the treatment technique requirement.
