Section 26.04.01.11-3 - Sanitary Survey Requirements for Community and Noncommunity Water Supply Systems

A. Public water systems that are required to regularly collect fewer than five total coliform samples a month shall undergo an initial sanitary survey by the Approving Authority. Community water supplies shall be surveyed before June 29, 1994. Noncommunity water supplies shall be surveyed before June 29, 1999.

B. After the initial sanitary survey is completed, the systems in §A of this regulation shall undergo an additional sanitary survey every 5 years. Noncommunity water supply systems using only protected and disinfected ground water shall undergo a sanitary survey at least once every 10 years.

C. Information collected in the course of developing a local wellhead protection program shall be considered for identifying sources of contamination within the delineated wellhead area. The Approving Authority shall review the results of each sanitary survey and determine if existing monitoring frequencies are adequate or if additional measures need to be taken to improve water quality.

D. Sanitary surveys of ground water systems shall be conducted in accordance with the requirements of 40 CFR §§ 141.21 and 141.401.

(1) Ground water suppliers shall provide the Approving Authority, at the request of the Approving Authority, any existing information that will enable the Approving Authority to conduct a sanitary survey.

(2) Sanitary surveys, as conducted by the Approving Authority, shall include, but not be limited to, an onsite review of the water source or sources (identifying sources of contamination by using results of source water assessments or other relevant information where available), facilities, equipment, operation, maintenance, and monitoring compliance of a public water supplier to evaluate the adequacy of the system, its sources and operations and the distribution of safe drinking water.

(3) The sanitary survey must include an evaluation of the applicable components that follow:

(a) Source;

(b) Treatment;

(c) Distribution system;

(d) Finished water storage;

(e) Pumps, pump facilities, and controls;

(f) Monitoring, reporting, and data verification;

(g) System management and operation; and

(h) Operator compliance with requirements of the Approving Authority.
