Section 24.01.04.02 - DefinitionsA. In this chapter, the following terms have the meanings indicated.B. Terms Defined. (1) "Contested case" means a proceeding to determine:(a) A right, duty, statutory entitlement, or privilege of a person that is required by statute or constitution to be determined only after an opportunity for an agency hearing; or(b) The grant, denial, renewal, revocation, suspension, or amendment of a license that is required by statute or constitution to be determined only after an opportunity for an agency hearing.(2) "Decision maker" means the person or persons with authority to decide a contested case.(3) "Department" means the Department of Business and Economic Development.(4) "Party" means one whose legal rights, duties, statutory entitlements, or privileges will be affected by the outcome of a contested case.Md.
