Section 09.10.01.85 - Quad Trifecta
A. In this regulation, the following terms have the meanings indicated:
(1) "Racing association" means the racing association in the State conducting Quad Trifecta wagering.
(2) "Net Quad Trifecta pool" means the total amount wagered in the Quad Trifecta pool, except for any carryover generated from previous Quad Trifecta wagering, less the appropriate take-out.
(3) "Single price pool" means the method of determining a pay-off price where the aggregate winning tickets are divided into all, or a designated percentage, of the Net Quad Trifecta pool with each winning ticket having the same pay-off price per unit wager.
B. The Quad Trifecta is a type of bet in which a bettor selects three different betting interests to finish first, second, and third, in exact order, in each of four designated races.
C. The four races which comprise the Quad Trifecta:
(1) Shall be designated by the racing association;
(2) Shall be clearly designated in the program; and
(3) May originate from one or more race tracks.
D. The Quad Trifecta pool shall be held entirely separate from all other pools.
E. Subject to Commission approval, the racing association shall establish the minimum amount for a bet on the Quad Trifecta.
F. Quad Trifecta tickets shall be clearly identified to distinguish them from tickets for other types of wagers.
G. Designation and Distribution of Shares-General.
(1) Subject to Commission approval, the racing association shall designate a major share of the net Quad Trifecta pool, as described in §H of this regulation, and, in addition, may designate one or more of the following:
(a) A principal minor share of the net Quad Trifecta pool, as described in §I of this regulation; and
(b) One or more additional minor shares of the net Quad Trifecta pool as described in §J of this regulation.
(2) Subject to Commission approval, the racing association shall determine the distribution of the net Quad Trifecta pool by designating:
(a) The minimum number of correct selections, or range of selections, of the first three finishers, in exact position, in the Quad Trifecta races which results in a winning bet; and
(b) The percentage of the net Quad Trifecta pool for distribution of each of the shares designated by the racing association under §G(1) of this regulation.
(3) The racing association shall publish in the program for live racing on which Quad Trifecta wagering is conducted:
(a) Each designation made by a racing association under §G(1) of this regulation; and
(b) Each determination made by the racing association under §G(2) of this regulation.
(4) The racing association may change one or more of its designations or determinations made under either §G(1) or (2) of this regulation.
(5) A change under §G(4) of this regulation is not effective until:
(a) There has been a mandatory distribution made under §S of this regulation; and
(b) There is a publication of the change in the next program for live racing on which Quad Trifecta wagering is conducted.
H. Major Share Distributions. The major share of the net Quad Trifecta pool, plus any Quad Trifecta pool carryover, shall be distributed, as a single price pool, to those bettors who correctly select:
(1) The first three finishers, in exact position, in each of the Quad Trifecta races; or
(2) A lesser specified number of finishers, in exact position, in each of the Quad Trifecta races.
I. Principal Minor Share Distributions.
(1) A principal minor share of the net Quad Trifecta pool, if designated, shall be distributed, as a single price pool, to those bettors who correctly select the greatest number of the first three finishers, in exact position, in each of the Quad Trifecta races, which is less than the number of correct selections qualifying for the major share of the net Quad Trifecta pool.
(2) In designating the principal minor share, the racing association may declare a minimum number of correct selections that must be made in order for bettors to be eligible to receive the principal minor share.
J. Additional Minor Share Distributions. One or more additional minor shares of the net Quad Trifecta pool, if designated, shall be distributed, as a single price pool or pools, to those bettors who correctly select the designated number, or range, of the first three finishers, in exact position, in each of the Quad Trifecta races, which is less than the number of correct selections qualifying for the major share of the net Quad Trifecta pool.
K. Qualification for Additional Distributions.
(1) Those bettors qualifying for a major share of the net Quad Trifecta pool also qualify for the principal minor share of the net Quad Trifecta pool and the additional minor shares of the net Quad Trifecta pool.
(2) Those bettors qualifying for the principal minor share of the net Quad Trifecta pool also qualify for any additional minor shares of the net Quad Trifecta pool that require an equal or fewer number of winning selections as those selected by bettors qualifying for the principal minor share.
(3) Those bettors qualifying for one or more minor shares of the net Quad Trifecta pool also qualify for any additional minor shares of the net Quad Trifecta pool that require fewer winning selections.
(4) If any of the circumstances described in §K(1), (2), or (3) of this regulation occurs, the unbroken prices for each share shall be summed before rounding the prices for breakage.
(5) Example.
(a) To win the major share of the net Quad Trifecta pool, the bettor must correctly select the first three finishers, in exact position, in each of the Quad Trifecta races. To win the principal minor share, the bettor must correctly select the greatest number of the first three finishers, in exact position, in each of the Quad Trifecta races that is less than all 12. To win the one additional minor share, the bettor must correctly select at least nine or more of the first three finishers, in exact position, in each of the Quad Trifecta races.
(b) $2 of wagers correctly selected all 12 positions. $2 of wagers correctly selected 11 positions. $3 of wagers correctly selected ten positions. $5 of wagers correctly selected nine positions.
(c) Using a net Quad Trifecta pool of $132,001, and based on the racing association's designations under §G of this regulation, the major share of the net Quad Trifecta pool is $100,000, designated for correctly selecting all 12 of the first three finishers, in exact order, in each of the Quad Trifecta races. The principal minor share of the net Quad Trifecta pool, designated for correctly selecting the next greatest number of the first three finishers, in exact order, in each of the Quad Trifecta races, is $20,000.40. The one additional minor share of the net Quad Trifecta pool, designated for correctly selecting a range of nine or more of the first three finishers, in exact order, in each of the Quad Trifecta races, is $12,000.60.
(d) The major share would be divided among those correctly selecting all 12 of the first three finishers, in exact order, in each of the Quad Trifecta races. The principal minor share would be divided among those correctly selecting 11 and 12 of the first three finishers, in exact order, in each of the Quad Trifecta races. The one additional minor share would be divided among all the wagers correctly selecting nine, ten, 11, and 12 of the first three finishers, in exact order, in each of the Quad Trifecta races.
(e) The major share of $100,000 would be divided among the $2 of wagers correctly selecting all 12 of the first three finishers, in exact order, in each of the Quad Trifecta races, yielding an unbroken price of $50,000 per dollar wagered. The principal minor share of $20,000.40 would be divided among the $4 of wagers correctly selecting 11 or more of the first three finishers, in exact order, in each of the Quad Trifecta races, yielding an unbroken price of $5,000.10 per dollar wagered. The one additional minor share of $12,000.60 would be divided among the $12 of wagers correctly selecting nine or more of the first three finishers, in exact order, in each of the Quad Trifecta races, yielding an unbroken price of $1,000.05 per dollar wagered.
(f) The sum of $50,000 + $5,000.10 + $1,000.05 = $56,000.15 is the combined unbroken price for correctly choosing all 12 of the first three finishers, in exact order, in each of the Quad Trifecta races. The sum of $5,000.10 + $1,000.05 = $6,000.15 is the combined unbroken price for correctly choosing 11 of the first three finishers, in exact order, in each of the Quad Trifecta races. $1,000.05 is the unbroken price for correctly selecting nine or ten of the first three finishers, in exact order, in each of the Quad Trifecta races.
(g) If the rounding for breakage is to the next lower 10 cents, the final broken prices are $56,000.10 for the winners of the major share, $6,000.10 for the winners of the principal minor share, and $1,000 for the winners of the one additional minor share.
L. Except as provided in §§R and S of this regulation:
(1) If there are no wagers qualifying for the major share, the major share of the net Quad Trifecta pool shall be carried over and added to the major share of the net Quad Trifecta pool on the next live racing program of the race meeting on which Quad Trifecta wagering is conducted; and
(2) If there are no wagers qualifying for a designated minor share, including a designated principal minor share:
(a) The minor share of the net Quad Trifecta pool shall be combined with the major share of the net Quad Trifecta pool for distribution as a single price pool to those who qualified for the major share; or
(b) If no bettor qualifies for the major share of the net Quad Trifecta pool, the minor share of the net Quad Trifecta pool shall be carried over and added to the major share of the net Quad Trifecta pool on the next live racing program of the race meeting on which Quad Trifecta wagering is conducted.
M. Fields are prohibited in any of the four designated Quad Trifecta races.
N. Coupled Entries.
(1) Coupled entries may be permitted in any of the four designated Quad Trifecta races.
(2) Horses comprising a coupled entry shall be considered part of a single betting interest for the purposes of price calculations and distribution of the net Quad Trifecta pool.
(3) If a horse in a coupled entry is officially withdrawn or scratched, the remaining horse, or horses, in the coupled entry shall remain as a valid betting interest.
(4) If all horses in a coupled entry are scratched, the provisions of §Q of this regulation shall apply.
(5) Coupled Entries Price Calculations.
(a) For the purposes of price calculations only, coupled entries shall be calculated as a single finishing horse, using the finishing position of the leading horse in the coupled entry to determine the order of placing.
(b) Example. If the actual order of finish in a race is 1 / 2 / 1A / 3 / 4, then the finishers used for that race in the Quad Trifecta would be 1 / 2 / 3 / 4.
O. Dead Heats. If a dead heat, or heats, occur in any of the races designated as the Quad Trifecta:
(1) A horse in a dead heat shall be considered as finishing in the position for which it dead heated;
(2) Any selection in a Quad Trifecta wager that correctly selects a horse in a dead heat as finishing in the position for which the horse dead heated shall be treated as a correct selection; and
(3) Each designated share of the net Quad Trifecta pool that is distributed shall be distributed as a single price pool.
P. Wagering for the Quad Trifecta shall close at the same time that wagering is closed on the first designated race of the Quad Trifecta.
Q. Scratches.
(1) If an entire betting interest is scratched in a designated race of the Quad Trifecta while wagering on the Quad Trifecta is still open:
(a) No more wagers selecting that betting interest may be accepted; and
(b) Any bettor who previously placed a Quad Trifecta wager that includes one or more scratched betting interests may cancel their wager and receive a refund until Quad Trifecta betting is closed.
(2) After Quad Trifecta wagering is closed:
(a) Any betting interest that is scratched in its entirety shall be treated as an incorrect selection; and
(b) Other correctly selected finishers in a Quad Trifecta wager shall continue to count toward a bettor's eligibility to win.
(3) If, due to a late scratch, the number of betting interests in a race comprising the Quad Trifecta is reduced to fewer than three, the race shall be declared a "no contest", and the Quad Trifecta pool shall be subject to §R of this regulation.
R. Cancellations.
(1) If any of the Quad Trifecta races are cancelled or declared "no contest" at any time before Quad Trifecta wagering is closed, all Quad Trifecta wagers made in connection with the given live racing program on which Quad Trifecta wagering was conducted shall be refunded.
(2) If any of the Quad Trifecta races are cancelled or declared "no contest" after Quad Trifecta wagering is closed:
(a) For purposes of determining the number of correct selections, each selection made in a Quad Trifecta race that is cancelled or declared "no contest" is deemed an incorrect selection;
(b) If, after applying §R(2)(a) of this regulation, it remains possible for a bettor to correctly select the number of the first three finishers, in exact order, to qualify for the major share of the net Quad Trifecta pool as designated by the racing association under §H of this regulation, the Net Quad Trifecta pool, plus the Quad Trifecta pool carryover, shall be distributed according to §§H, I, and J of this regulation; and
(c) If, after applying §R(2)(a) of this regulation, it becomes impossible for a bettor to correctly select the number of the first three finishers, in exact order, to qualify for the major share of the net Quad Trifecta pool as designated by the racing association under §H of this regulation:
(i) The major share plus the principal minor share of the net Quad Trifecta pool, but not the Quad Trifecta pool carryover, shall be distributed to those who correctly select the greatest number of the first three finishers in their exact positions in each of the remaining Quad Trifecta races; and
(ii) Winners of a designated additional minor share shall receive the percentage of the net Quad Trifecta pool that is designated for that minor share according to §G of this regulation.
(3) If the net Quad Trifecta pool has been designated for distribution in accordance with §S of this regulation, the provisions of §S of this regulation shall apply.
S. Mandatory Distribution.
(1) The Quad Trifecta pool carryover may be designated for distribution on a specified date:
(a) If it is the closing day of the race meet;
(b) If the association declares its intention to do so at least 24 hours before the opening of Quad Trifecta wagering for which there is to be a mandatory distribution; or
(c) Upon such other condition the Commission may approve.
(2) If the Quad Trifecta pool carryover is designated for a mandatory distribution on a specified date and, on that date, there are no wagers qualifying for the major share, then the following precedence shall be followed in determining winning wagers for the net Quad Trifecta pool and the Quad Trifecta pool carryover:
(a) The major share of the net Quad Trifecta pool, the principal minor share of the net Quad Trifecta pool, and the Quad Trifecta pool carryover shall be distributed to those who correctly selected the most finishers, in their exact positions, in the Quad Trifecta races with designated additional minor pools also being awarded; and
(b) If there are no wagers which select even one finisher, in its exact position, in the Quad Trifecta races, then all Quad Trifecta wagers shall become winners and share 100 percent of that day's net Quad Trifecta pool and the Quad Trifecta pool carryover.
(3) If, for any reason, there is not a mandatory distribution as provided in this section, the Quad Trifecta pool carryover shall be:
(a) Deposited in an interest bearing account at a bank located in the State which is approved by the Commission; and
(b) With accrued interest, added to the net Quad Trifecta pool of the next race meet held by the racing association.
T. Upon Commission approval, a racing association may offer a guaranteed pay-out on Quad Trifecta wagering by:
(1) Announcing the amount of the guaranteed pay-out at least 24 hours before the opening of Quad Trifecta wagering for which there is to be a guaranteed pay-out; and
(2) Adding monies to the current Quad Trifecta pool carryover in an amount sufficient to satisfy the guaranteed pay-out.
U. The added monies under §T(2) of this regulation are not subject to take-out.
V. The purchase and acceptance of a Quad Trifecta wager by a bettor shall constitute:
(1) An acknowledgment of the correctness of the ticket; and
(2) An agreement to be bound by the terms and provisions of this regulation.
W. The sale of a Quad Trifecta wager other than from a pari-mutuel wagering machine, and the resale of a Quad Trifecta ticket from one person to another, is prohibited.
X. Neither a racing association, nor a totalisator company, nor the Commission, nor the State shall be liable to any person for a Quad Trifecta ticket which is not:
(1) A winning wager in accordance with the provisions of this regulation; or
(2) Delivered, for any reason, including:
(a) A mechanical malfunction;
(b) An electrical failure; or
(c) A machine locking.
Y. This regulation shall be displayed prominently in the betting area of the racing association conducting Quad Trifecta wagering.
