All policies found in the Common Manual, 2006 Annual Update (the "Common Manual"), are the policies of the Finance Authority of Maine (the "Authority") for the implementation of the Federal Family Education Loan Programs in Maine, except as specifically provided or clarified herein. For purposes of loans guaranteed by the Authority, all references in the Common Manual to the Guarantor shall be deemed to refer to the Authority or its servicer.
