No petition seeking to change a rate established or approved by the Panel may be filed within one year of the issuance of the decision determining such rate, unless the Panel specified a shorter period in the decision sought to be changed. A petition to change a rate previously established or approved by the Panel must comply with the requirements set forth in § 7 of this chapter.
