Rate determination decisions constitute final agency action for the purposes of Title 5 M.R.S.A., chapter 375, subchapter 7, and may be appealed pursuant to that subchapter. The Panel's decision shall notify the parties of the right to appeal to the Superior Court by filing a petition for review within the time limits and pursuant to the procedure set forth in 5 M.R.S.A. §11002. Rates determined by the Panel are not stayed pending appeal.
