The notice required by § 10 shall contain a statement of the legal authority and jurisdiction under which the proceeding is being conducted, including reference to the specific statutory and rule provisions involved; a plain statement of the nature and purpose of the proceeding, including a description of the geographic area in which the rates are to apply and the rate(s) being proposed, if any; the names of the parties; the place, date and time of any hearing or the time within which a hearing may be requested; a solicitation of written comment from persons interested, including the deadline for the submission of such comment; a general description of the method by which the matter will be resolved; the opportunity for interested persons to participate in the proceeding; and, if a hearing has been set, a statement of the manner and time within which applications for intervention may be filed.
