Section 144-351-9-8 - NON-RESIDENT ALLEGED FATHERSA. A person who engages in sexual intercourse with a resident of this State within this State submits to the jurisdiction of the Division for the purpose of commencing a paternity proceeding.B. For purposes of this chapter, alleged fathers residing outside the State are subject to the jurisdiction of the Division to the fullest extent permitted by the Due Process clause of the United States Constitution, Amendment XIV and to the fullest extent permitted by Maine law.10- 144 C.M.R. ch. 351, § 9-8
