Section 144-221-2.0 - SELECTION OF VOLUNTEERS
2.1 Purpose. The purpose of this section is to provide for the selection of volunteer monitors.
2.2 Necessary Requirements.

All volunteers shall be chosen based upon the following criteria:

a. geographic location of home with respect to Maine Yankee as discussed in Section 4;
b. understanding of legislative mandate; and
c. participate in initial and periodic orientation sessions on basic principles of radiation and the operation of the monitoring devices.
2.3 Public Advertisement. A public advertisement shall be placed To seek volunteers for the monitoring network.
2.4 Application process
a. All prospective volunteers shall complete an application form provided by the Radiation Control Program. All applications for initial volunteer selection shall be received within 60 days of the effective date of these rules at the Radiation Control Program, State House, Station 10, Augusta, ME 04333.
b. Applications will be reviewed by the Radiation Control Program. Following initial review, all applications will be given to the selection committee. Selection will be based upon the number of volunteers needed per sector. If more volunteers are available than needed, selection among those qualified will be by lot.
c. Should the available volunteers exceed the number needed, the excess will be placed on a waiting list. After the date referenced in section a) above, the Radiation Control Program will continue to receive applications for volunteers to provide additional names should any vacancies occur.
2.5 Selection committee. A 5 member selection committee shall be formed. The committee shall be composed of two members from the Division of Health Engineering, two members from the public and one member from the State Planning Office. The public members will be provided from an existing group of concerned citizens located in the Wiscasset area.
