All requests for advisory rulings on the applicability of the waste oil statute to particular situations shall be based upon existing facts and not upon hypothetical situations. Such requests shall be made in writing and addressed to Bureau of Remediation and Waste Management, Department of Environmental Protection, State House Station 17, Augusta, Maine 04333. Issuance of advisory rulings is discretionary with the Department on a case-by-case basis.
