The filing of an application for a license constitutes the granting of permission by the applicant to allow authorized representatives of the Department access to the site of the facility or proposed facility in order to evaluate whether or not the facility will meet the standards set forth in 06-096 C.M.R. ch. 854 and this Chapter. In so far as practical, access will be during normal business hours.
