Federal and state policy establish a hierarchy of preferred waste management practices favoring waste reduction, recycling and treatment over land disposal. This Chapter is intended to encourage waste management practices consistent with such a policy, by restricting the land disposal of hazardous waste without prior treatment to reduce the toxicity and/or mobility of hazardous constituents in the waste.
