This rule is authorized by 38 MRSA §1364(2) which provides that the board may adopt rules relating to the handling of hazardous substances. Handle, as defined in 38 MRSA §1303-C(14), means to store, transfer, collect, separate, salvage, process, recycle, reduce, incinerate, dispose of or treat.
