On motion and for good cause shown, or on his or her own initiative, the Presiding Officer may consolidate for hearing two or more related proceedings when such action will be conducive to the just and proper dispatch of business, the rights of any party are not prejudiced, and opportunities for public participation will not be compromised. A consolidation under this section may be for any purpose or issue of the proceedings.
