Section 096-166-5 - RecordkeepingA. An owner or operator conducting Cleaning Activities subject to compliance standards of this Chapter shall maintain monthly purchase or use records of all Industrial Cleaning Solvents, including the following information: (1) Name and description of each Industrial Cleaning Solvent;(2) VOC content and/or vapor pressure of each Industrial Cleaning Solvent either as supplied or as applied;(3) Amount of each Industrial Cleaning Solvent purchased or used;(4) Safety Data Sheets for each Industrial Cleaning Solvent;(5) If applicable, documentation of control device efficiency and capture efficiency, using an applicable EPA reference method as approved by the Department and EPA; and(6) If applicable, date and type of maintenance performed on air pollution control equipment.B. Any owner or operator conducting Cleaning Activities whose Actual Emissions before controls are less than or equal to 3 tons of VOC for any calendar year and is not otherwise subject to the compliance standards of this Rule shall maintain materials purchase or use records sufficient to verify the compliance standards and other provisions of this Rule are not applicable.C. An owner or operator conducting Cleaning Activities exempted by Section 3 of this Rule shall maintain records sufficient to verify the exemption.D. All records required by this Section shall be maintained for a minimum of 5 years from creation and shall be provided to the Department or EPA upon request. 06- 096 C.M.R. ch. 166, § 5
