Upon conclusion of the hearing the hearing officer shall prepare a recommended decision consisting of written findings of fact and conclusions of law. He/she shall send copies of this document to the Commissioner and to the parties. The hearing officer shall fix a time within which parties may file responses or exceptions, and shall forward all responses or exceptions timely filed to the Commissioner for consideration.
