Subject to the approval of the Commissioner, the hearing officer may make informal disposition of any proceeding by stipulation, agreed settlement or consent agreement. The hearing officer may also limit the issues to be heard in the proceeding or may vary any procedure prescribed in this rule or in the Maine Administrative Procedure Act if the parties agree to such limitation or variation or if no prejudice to any party will result.
