The hearing officer may, upon his/her own initiative or upon the application of any party, call upon the parties to appear for a pre-hearing conference to consider the simplification, clarification or elimination of issues, the development of stipulations and admissions, the identification and possible limitation of the number of witnesses, the admissibility of evidence and such other matters as may aid in the disposition of the adjudicatory proceeding.
Scheduling of a pre-hearing conference shall be solely within the discretion of the hearing officer.
