Witnesses subpoenaed for Department hearings shall be paid the same fees for attendance and travel as in civil cases before the courts of the state. Fees shall be paid by the party requesting the subpoena when the request is submitted. Proper and timely service of a subpoena shall be the responsibility of the party who requested it.
