Notwithstanding section 11.1, the following provisions of this chapter shall nonetheless apply in any certification appeals: section 123, section 2.1, section 2.4 insofar as it related to notice of opportunity for hearing, section 3.1, section 4.1, section 8.1, and section 8.4.
