Application for permission to deviate from installation standards and rules imposed by the Board shall be made in writing prior to commencement of the installation and shall document why compliance with a prescribed standard is technically impractical and how the proposed modification would meet the equivalent degree of safety. The Board may request any additional information it deems necessary to assure that the modification provides a reasonable degree of safety.
