Section XXI-101 - OverviewA. Act 35 of the First Extraordinary Session of 2006, effective on March 1, 2006, established the Governor's Office of Homeland Security and Emergency Preparedness in R.S. 29:725.B. Revised Statutes 29:727(E)(13) added by Act 36 of the First Extraordinary Session of 2006, effective February 23, 2006, requires the Office of Homeland Security and Emergency Preparedness, prior to May 31, 2006 to promulgate standards and regulations in accordance with the Administrative Procedure Act for local governments when a mandatory evacuation has been ordered in response to a weather event or disaster, of people located in high risk areas utilizing all available modes of transportation, including but not limited to local school and municipal buses, government-owned vehicles, vehicles provided by volunteer agencies, and trains and ships to public shelters located outside of the high risk area with priority consideration being given to the special needs of the following classes of people: 1. people with specific special needs such as the elderly and the infirm;3. those who refuse to leave;4. those without personal transportation.C.
