Section V-544 - Habitual OffenderA. A habitual offender is someone who has been cited for the same violation five or more times within a 12-month period. 1. If the commission determines a violation was intentional or the violator is a habitual offender, the commission may:a. double the civil penalty up to $5,000 for each violation;b. require installer to retake class and/orc. suspend license for 30, 60, or 90 days or revoke license indefinitely.La.
