Section XLI-523 - Reason Must Accompany Refusal to LicenseA. The refusal to grant a license, unless accompanied by good and valid reasons, shall not be considered as a ruling of this commission. Likewise, a refusal to grant a license by any other state, unaccompanied by good and valid reasons, shall not be considered as a ruling by this commission.La. Admin. Code tit. 46, § XLI-523
