Section III-303 - Chairman and Vice-Chairman of the BoardA. The chairman, or in his absence, the vice-chairman, or in the absence of both of them, the chairman chosen by the members present shall preside at all meetings of the board. The chairman shall be the chief executive officer of the board, and subject to the direction and under the supervision of the board, shall have general charge of the business affairs and property of the board and control of its officers. The chairman shall preside at all meetings of the members, shall appoint the members of all committees created by the bylaws or by resolution of the board. He shall be an ex-officio member of all standing committees and other committees created by the bylaws or by resolution of the board.La. Admin. Code tit. 46, § III-303
