Section I-103 - ConflictsA. If any conflict should develop between a rule or an order, and a provision of the Louisiana Constitution or a statute which prohibits such rule or order, the provision of the Constitution or statute shall prevail.B. The Administrative Procedure Act shall govern all rules and regulations of the secretary, and the secretary shall have all power conferred by that Act.La. Admin. Code tit. 43, § I-103
