Section XV-915 - No Third Party Rights Created HerebyA. These rules and regulations are not intended to create contractual rights on behalf of any person or impose contractual obligations on the corporation, but are merely intended to provide a procedure for the corporation's staff to follow in assisting the appropriate state agency in the process of withholding the lottery prizes of persons with outstanding child support arrearages. No third party rights against the corporation arise by virtue of these rules and regulations.
