Section XV-331 - Minimum Requirements of ProceduresA. Procedures promulgated by the procurement officer pursuant to this Part shall, at a minimum, require: 1. that no minor procurement shall be structured as such in order to avoid the policies and rules applicable to procurements stated in §301;2. that, in instances where a sole source contractor is used, it shall be fully justified in writing prior to the procurement and retained as part of the file. This requirement will not apply to procurements made under this Part against a standing order contract that was entered into on a competitive basis;3. that all disbursements by the corporation for minor procurements be by check signed by two authorized officers;4. that the corporation reasonably justify the need for the minor procurement; and5. the corporation undertake reasonable steps, considering the size of the minor procurement, to obtain high quality goods or services as competitive costs.La.
