Section XIII-11307 - Dead Heat for First or Second PlaceA. In the event that a race on which there is quinella wagering shall result in a dead heat for first place, the combination shall be the winner of the quinella pool. In the event of a dead heat between the two horses for second place, the quinella pool shall be figured as a place pool, the holders of tickets combining the winning horse and the two horses finishing second participating in the payoff.La.
