Section III-4501 - Notarized Bill of Sale for TransferA. After a horse has been registered with the racing secretary, listing the owner, no horse will be transferred, unless claimed, without permission of the stewards and a notarized bill of sale from the registered owner. However, the stewards may, at their discretion, allow sellers 72 hours within which to file the notarized bill of sale.La. Admin. Code tit. 35, § III-4501
