Section III-2925 - Numerical Loading into GatesA. Horses shall take their positions in a starting gate in numerical order from the inside rail according to post position, unless in the starter's opinion a horse is unduly fractious or unruly, in which case the starter shall be the final authority as to the horse's numerical loading into the starting gate. Horses refusing to enter their designated stalls, or which are otherwise unruly, may be started from outside the gate and behind the starting line.La. Admin. Code tit. 35, § III-2925
