Section III-2919 - First-Time Starters, Unruly Horses, Treatment of JockeysA. First-time starters shall be schooled under the supervision of the starter or his assistant, who shall report to the racing secretary horses that are schooled sufficiently to start. Unruly horses shall be placed on the schooling list, which must be posted, and shall not start until approved by the starter. The starter or his assistants shall not mistreat or use abusive language to a jockey.La. Admin. Code tit. 35, § III-2919
