Section V-187 - Revised StatutesA. These regulations shall be read and interpreted jointly with R.S. 39:1481-1526.B. A rule or regulation shall not change any contract commitment, right, or obligation of the state or of a contractor under a state contract in existence on the effective date of that rule or regulation [R.S. 39:1491.D].La.
