A. These regulations apply to any person who engages in waste generation, extraction, mining, beneficiating, processing, possession, use, transfer, treatment, transportation, or disposal of NORM or recycling of NORM contaminated equipment in such a manner as to technologically alter the natural sources of radiation or their potential exposure pathways to humans.B. These regulations also apply to any material, equipment, or land which has been contaminated with technologically enhanced NORM.C. The regulations in this Chapter address the introduction of NORM into materials or products in which neither the NORM nor the radiation emitted from the NORM is considered by the administrative authority to be advantageous to the materials or products. The manufacture and distribution of materials or products containing NORM in which the NORM and/or its associated radiation(s) is considered to be an advantageous attribute are licensed under the provisions of LAC 33:XV.Chapter 3.D. This Chapter also addresses waste generation, waste management, decontamination, treatment, transfer, storage, and disposal of NORM and NORM waste with regard to both inactive and active sites and facilities involved in storage and/or cleaning of tubular goods and contaminated equipment.La.
