Section V-2307 - Inspection of Synthetic LinersA. The facility must provide the Office of Environmental Services with 30 days advance notice of the initial liner installation to allow the administrative authority the opportunity to inspect the liner and its installation.B. The liner must be inspected on a regular basis by removing the waste pile. The facility must notify the Office of Environmental Services at least 30 days prior to the inspection to allow the administrative authority the opportunity to inspect the liner. If deterioration, a crack, or other condition is identified that is causing or could cause a leak, the owner or operator must: 1. notify the administrative authority of the condition in writing within seven days after detecting the condition; and2. repair or replace the liner and foundation or base and obtain a certification from an independent qualified engineer that, to the best of his knowledge and opinion, the liner and foundation or base have been repaired and leakage will not occur; or3. if a detection monitoring program pursuant to LAC 33:V.3317 has already been established in the permit (to be complied with only if a leak occurs), comply with that program and any other applicable requirements of LAC 33:V.Chapter 33 within the period of time specified in the permit.La.
