A. These rules and regulations serve a fourfold purpose:1. first, to protect the health and well-being of the people of the state of Louisiana and to prevent damage to property or to the environment by the improper management of hazardous waste;2. second, to provide incentives for the maximum recovery and reuse of substances in hazardous waste streams that are possible through the use of the most advanced technology;3. third, to carefully consider the impact of the program on the economic vitality of the state and to achieve a proper balance that protects the health of the citizens and the environment of the state while meeting the needs of industry; and4. fourth, to establish minimum state standards that define the acceptable management of hazardous waste.La.
