Section III-2141 - Refinery Process Unit TurnaroundsA. Emissions of volatile organic compounds from petroleum refinery process unit turnarounds shall be controlled by pumping the liquid contents to storage and depressurizing the processing units to 5 psig (pounds per square inch gauge) or below before venting to the atmosphere. Control of the vapors during the depressurization prior to venting to atmosphere shall be accomplished by one of the applicable methods specified in LAC 33:III.2115.B, C, and G. Compliance shall be determined and records shall be kept as specified in LAC 33:III.2115.J, K, and L.La. Admin. Code tit. 33, § III-2141
