For the purpose of determining membership in the system under K.S.A. 74-4902(13) and 74-4902(14) of the act, the term "employee" shall be construed to mean an individual who is covered by social security, who is employed by an employer in an office or position, which position or office requires a period of at least 1,000 hours per year and for which compensation is actually paid.
