The return envelope will be checked against the eligible voters list. The large envelopes which are found to have been signed by an eligible voter will be opened and destroyed and the unsigned envelope extracted. Before counting, the unmailed envelopes shall be shuffled and their ballots then extracted. These ballots will be counted and, as in manual elections, observers will participate in checking the eligibility of the voters and the accuracy of the counting.
