Any person who holds a specific license issued by the U.S. nuclear regulatory commission or an agreement state authorizing the holder to manufacture, install, or service a device described in K.A.R. 28-35-178b is hereby granted a general license to install and service such a device in this state, if:
(a) The device has been manufactured, labeled, installed and serviced in accordance with the provisions of the specific licenses issued in regard to manufacturing, labeling, installing and servicing the device; and (b) Such person assures that all labels required to be affixed to the device are in place.
