Persons in the halls or upon the stairways of any buildings listed in K.A.R. 1-49-1, shall refrain from boisterous, noisy conduct or shouting. Groups of five or more children under the age of eighteen years shall be in the charge of some adult person who shall be held responsible for the conduct of the children.
