Every motor vehicle authorized by these regulations to be parked upon state-owned or operated property subject to these regulations, except motor vehicles properly displaying official parking stickers of legislators, shall display the permit decal issued by the secretary. The permit decal shall be placed in the lower left corner of the windshield of the authorized motor vehicle by a member of the capitol area security patrol unless otherwise authorized by the secretary.
