Each vanpool shall have at least one (1) passenger who is a qualified alternate driver, other than the primary driver. This passenger shall, in the absence of the primary vanpool driver, assume all responsibilities for vanpool operations. Alternate drivers shall meet the same requirements as those set forth for primary vanpool drivers. If an alternate driver serves as the primary operator for a period exceeding one (1) week, he or she shall receive the same benefits as those accorded primary vanpool drivers for the duration of such services.
