In cities using the provisions of Iowa Code section 376.4 for nomination of candidates and in which more than one council member was elected at-large at the last preceding regular city election, the number of signatures shall be calculated by the following formula:
V = the total number of votes cast for all candidates for council member at-large at the last regular city election;
E = the number of people to be elected at the last regular city election;
V/E x.02 = the number of signatures needed by each candidate in the next regular city election.
This rule is intended to implement Iowa Code section 376.4.
