Within 15 days after receipt of a petition for a declaratory order, the board of dental examiners shall give notice of the petition to all persons not served by the petitioner pursuant to 650-9.6 (17A) to whom notice is required by any provision of law. The board of dental examiners may also give notice to any other persons.
