Notification of the availability of funds and grant application procedures will be provided in accordance with the department rules found in 641-Chapter 176. Eligible applicants include only private nonprofit or public agencies. Private nonprofit or public agencies seeking to provide Title X family planning center services shall file a letter of intent to make application to the department no later than April 1 of the competitive year The request for proposals shall identify the project period and the contract period. Contract agencies are selected on the basis of the grant applications submitted to the department. In the case of competing applications, the contract will be awarded to the applicant that scores the highest number of points in the review. Copies of review criteria are available from the Chief, Bureau of Family Health, Department of Public Health, Lucas State Office Building, Des Moines, Iowa 50319-0075. All materials submitted as part of the grant application are considered public records in accordance with Iowa Code chapter 22, after a notice of award is made by the department.
