Within 15 days of when the administrator receives a notice of appeal, the administrator will file the notice of appeal with the presiding officer and notify all affected parties of the filing of the notice of appeal with the presiding officer When the presiding officer receives a notice of appeal from the administrator, the presiding officer will prepare a notice of hearing and deliver it to all parties to the contested case proceeding. A contested case commences when a notice of hearing is delivered to the parties.
