Rule 567-65.111 - [Effective until 6/19/2024] Construction certification
(1) The owner of an open feedlot operation who is issued a construction permit for a settled open feedlot effluent basin or AT system as provided in rule 567-65105. (459A) shall submit to the department a construction certification from a professional engineer certifying all of the following:
a. The settled open feedlot effluent basin or AT system was constructed in accordance with the design plans submitted to the department as part of an application for a construction permit pursuant to rule 567-65107. (459A). If the actual construction deviates from the approved design plans, the construction certification shall identify all changes and certify that the changes were consistent with all applicable standards of these rules.
b. The settled open feedlot effluent basin or AT system was inspected by the professional engineer after completion of construction and before commencement of operation.
(2) A written record of an investigation for drainage tile lines, including the findings of the investigation and actions taken to comply with 65.109(1) or 65.110(3), shall be submitted as part of the construction certification.
